DCC welcomes Ofgem’s announcement on the next Smart Metering Communication Licence

Ofgem has announced that the Smart Energy Code Company (SECCo) has been selected as the successful applicant to take on the next Smart Metering Communication Licence, as part of the regulator’s competitive tender process.

Ofgem’s decision relates to the overseeing of the Data Communications Company (DCC), it does not change DCC’s role in operating the digital communications infrastructure underpinning the national smart meter network.

This announcement is the latest step in an ongoing formal process run by Ofgem. Following this, Ofgem is expected to make the formal licence award in early March (2026), the point at which it will officially grants the Smart Metering Communication Licence to the successful applicant.

Once the licence has been formally awarded, DCC and SECCo will begin a joint transition period, working together towards the planned transfer of the business to the new licence arrangements in November 2026. These include a not for profit model and independent governance with proposed objectives designed to enable maximum value for consumers across Great Britain.

DCC’s CEO, Chris Lovatt said:

“Today's announcement from Ofgem marks an important step in the process towards our new regulatory framework. We look forward to working with SECCo as it takes on the role of licence holder, working together to deliver a seamless transition while ensuring we continue to provide secure, high quality and value for money services for customers and billpayers.”
