Proposed Amendments to the Performance Measures methodology

We are proposing amendments to reporting to ensure all Service Providers are appropriately captured by our performance reporting.

DCC provides Services through multiple Service Providers (SPs) to Smart Energy Code (SEC) Parties who utilise our network to manage their business and provide vital services to consumers. Our SP contracts provide for ‘target’ and ‘minimum’ service levels to meet the requirements of the SEC, which also includes a range of Performance Measures (PMs).

SEC required reporting of Code Performance Measures (CPM) and Service Provider Performance Measures (SPPM), captured in the Reported List of Service provider Performance Measures (RLoSPPM), are required to have their methodology for calculation described in the Performance Measurement Methodology (PMM) document. 

As our Services change overtime additional information can be included in the reported PMs either where they would be required as part of an already described CPM or where they can be added as a new SPPM in the RLoSPPM.

Each of these changes requires an update to the PMM to describe the new or amended methodology used to produce performance data.

This consultation proposes amendments to PMM for methodologies used to calculate performance against CPM 1, 2 and 3, and the addition of new SPPM in the RLoSPPM and the addition of their methodologies in the PMM. The main changes proposed related to the addition of measures and methodologies for the 4G and ECOS Service.
