DCC response to Ofgem’s consultation on Financing arrangements for DCC1 and DCC2 during Business Handover

We submitted this response to Ofgem’s consultation on the approach to Financial Handover between DCC1 and DCC2.

On 24 October 2025, Ofgem published a consultation on the financing arrangements for DCC1 and DCC2 during Business Handover.

This consultation closed on 24 November 2025, and this is DCC’s response. Ofgem plans to publish all consultation responses on 12 December 2025 along with the conclusions.
