FSM consultation on updates to the code required documents

DCC is consulting on some changes to the SSI Functions and Roles Policy, and the SSI Baseline Requirements Document in relation to the Communications Hub ordering and return functionality mapping to Business Functional Domains (BFDs).

The proposed changes are administrative and already in use by Service Users.
