Under the DCC2 Licence, DCC is required to produce a Business Strategy & Technology Roadmap (BSTR), which sets out the long‑term strategic approach for DCC2’s network and systems.
What it does
- Establishes DCC’S long-term strategy, design principles and technology direction
- Acts as the strategic anchor for the future plans, investment and delivery decisions
- Provides clear traceability from licence requirements to outcomes and cost

- Shapes the next two ex-ante cycles and longer-term network evolution
- Enables early alignment with the industry and regulator on strategic direction
- Reduces risk of late challenge by front-loading engagement and consultation
