FSM conclusions on the transitional and enduring regulatory changes

DCC’s conclusions on its consultation on the proposed transitional and enduring regulatory changes to the Smart Energy Code (SEC) to support the Future Service Management (FSM) Programme.

On 23 January 2025, DCC published a consultation on the proposed regulatory changes to the SEC for the FSM Programme. It set out the regulatory changes required to support the delivery of the replacement tool for the current DCC Service Management System (DSMS), including:

  • Changes to user access and identity management for the new platform, including the introduction of multi-factor authentication (MFA)
  • Enabling an improved process for Anomaly Detection Threshold (ADT) and other file submissions
  • Aligning Order Management System (OMS) functionality with the Self-Service Interface (SSI)

It also set out the changes needed for the transitional arrangements, including the migration of data onto the new platform and the activities and testing Users will be required to undertake before they can access this.

This consultation also set out the proposed re-designation dates for the affected documents to incorporate these changes into the SEC.

This consultation closed on Thursday 6 March 2025.

This document summarises the responses received to the consultation and DCC’s response to these. It will be submitted to the Secretary of State along with the proposed regulatory changes for incorporation into the SEC.
