DCC Internal Business Case for Design, Build and Test Phase of the Switching Programme

DCC has developed an Internal Business Case covering its role as Ofgem’s key delivery partner for the Design, Build and Test (DBT) phase of its Switching Programme, which aims to achieve a faster, more reliable switching process for consumers. The document sets out relevant DCC activity, and that of DCC-contracted service providers, during the period from June 2019 up to the start of Early Life Support. An earlier internal business case (and schedule of changes to it) covered activity and resourcing to the end of May 2019.
This version represents the baseline scope of work and approach against which our stakeholders can monitor DCC’s delivery progress during the DBT Phase, via the Programme’s governance. It includes a baseline budget against which Ofgem and stakeholders can monitor DCC’s incurred and forecast costs.
This version was updated following the DCC held Consultation which took place from 10 April 2019, to 07 May 2019.
The feedback received from Industry has been reviewed by the DCC and revisions have been incorporated within the core document. Some of the key changes included in this revised version include:

The following document refers to the revision of the DCC Business Case for the Transitional Phase of the Switching Programme. This edit reflects the full requirements for the period from June 2018 to May 2019 against the latest design baseline and a number of decisions on DCC’s role made by Ofgem in 2018.

DCC has published its rebaselined Business Case for its activities during the Transitional Phase of the Switching Programme. It follows the confirmation of the Reform Package 2a as the preferred solution and sets out the updated planned activities, timelines and costs until May 2019 when the contract for the new Central Switching Service (CSS) is planned for signature. We have developed the Business Case in consultation with Ofgem and industry and we will continue to report regularly to industry and Ofgem to ensure our performance, costs and timelines are kept under close review.
DCC is a key delivery partner for the Ofgem Switching Programme. DCC is contributing to the design of the end-to-end switching arrangements and will be delivering the design and procurement of a CRS which will underpin the new arrangements.
