DCC Plan and Implementation Milestones

Update 25 November 2016

On 8 November 2016, DCC received notice from the Department for Business, Energy and Industrial Strategy (BEIS), that the Secretary of State has directed that the relevant provisions of the Smart Energy Code (SEC) are activated to enable DCC to offer Enrolment and Communication Services to Users in the Central and South Regions, in accordance with the Scope of DCC Release 1.2. This direction means that, in addition to the pre-existing Services that DCC offers, DCC is now operationally live to communicate with meters on its production platform in the Central and South Regions.

On 25 November 2016 BEIS confirmed that DCC is ready for operations in the North Region.

 

 

Update 30 September 2016

On 30 September, the Department for Business, Energy and Industrial Strategy (BEIS) Senior Responsible Owner (SRO) for the Smart Metering Implementation Programme (SMIP) accepted proposals for adopting a pragmatic approach to re-planning delivery of DCC Release 1.2 as it enters the final stages of testing and undergoes final operational readiness and assurance processes. To this end, the SRO has approved a revised delivery timetable as set out below. This will be kept under review by the SMIP's Smart Metering Delivery Group.

  • The date for the Release 1.2 milestone is 31 October 2016.
  • The functionality in Systems Integration Testing (SIT) has been split into four streams
  • with the following streams completed for DCC Live:
    • Service request functionality for User Entry Process Testing (UEPT) in IS and GS roles
    • Service request functionality for UEPT in ES, GD and ED1 roles
    • 'Core' functionality including DSMS, Enterprise Systems, SSMI/SSI and Threshold Anomaly Detection
      The fourth stream including Service request functionality for UEPT in RSA/OU2 roles
  • and testing of mesh communications hubs will be completed after DCC Live

Update 19 September 2016

On 8 July DCC consulted with SEC Parties on a revised plan for DCC Release 1.3, pursuant to Condition 13.16 of the Smart Meter Communication Licence. This consultation closed on 27 July 2016. Based on DCC's conclusions, a revised draft plan for Release 1.3 was submitted to the Secretary of State on 31 August 2016, and was then formally approved on 16 September.

As part of this approval, DCC was directed by the Secretary of State (in accordance with the provisions in Sections T2.25 and T3.34 of the SEC) to undertake Additional SIT and Additional Interface Testing in accordance with the revised plan for the delivery of Release 1.3.

 

Update 18 August 2016

On 25 July DCC formally submitted a revised plan for 'DCC Live' (Release 1.2), pursuant to Condition 13.16 of the Smart Meter Communication Licence. This plan was approved by the Secretary of State on 17 August 2016.

As part of this approval, DCC was directed by the Secretary of State (in accordance with the provisions in Sections T3.13 and T4.9 of the SEC) to determine revised start dates for Interface Testing and End-to-End Testing.

On the basis of this direction, DCC can confirm the revised start dates:

  • for Interface Testing* as 12 August 2016; and
  • for End-to-End Testing as 16 September 2016.

*please note that from 12 August UEPT dry-run activity will be undertaken, with UEPT involving Testing Participants planned to commence on 26 August, as per the approved plan.

 

Update 25 July 2016

As part of this approval, DCC was directed by the Secretary of State (in accordance with the provisions in Sections T3.13 and T4.9 of the SEC) to determine revised start dates for Interface Testing and End-to-End Testing.

On the basis of this direction, DCC can confirm the revised start dates:

  • for Interface Testing* as 12 August 2016; and
  • for End-to-End Testing as 16 September 2016.

*please note that from 12 August UEPT dry-run activity will be undertaken, with UEPT involving Testing Participants planned to commence on 26 August, as per the approved plan.

 

Update 04 July 2016

On 3 June DCC formally requested the use of four weeks of time contingency for 'DCC Live' (Release 1.2) submitting to DECC a new plan for the DCC, pursuant to Condition 13.16 of the Smart Meter Communication Licences. This plan was approved by the Secretary of State on 14 June. Follow this approval, and subsequent consultation with SEC Parties and other stakeholders, DCC additionally requested an amendment to the proposed start date for Interface Testing, moving it from the planned date of 27 June.

This request was approved, and the Secretary of State (in accordance with the provisions in Section T3.13 of the SEC) has issued a letter directing DCC to determine a new start date for Interface Testing.

On the basis of this direction, DCC can confirm that the revised start date for Interface Testing will be 11 July.

Update on 14 June 2016

On 3 June 2016 DCC formally requested from DECC the use of 4 weeks' time contingency for DCC Live Release 1.2. In so doing, DCC submitted a revised plan in accordance with its Licence. Part of the plan included a proposal to revise the dates of commencement for Interface Testing (IT) and End-to-End (E2E) Testing.

On 14 June DECC approved this request. This approval, which includes the revised plan submitted by DCC, is published for stakeholders' information.

As part of DECC's approval, the Secretary of State directed the DCC to determine revised commencement dates for IT and E2E Testing.

In response to this direction, DCC can confirm that the revised dates are as follows:

  • For the commencement of IT: 27June 2016
  • For the commencement of E2E Testing: 25 July 2016

These dates are as set out in the plan submitted to DECC as part of the contingency request.

Update on 22 December 2015

On 18 December, the Secretary of State approved DCC's request to draw down contingency.

Secretary of State approval as of 5 March 2015

The Secretary of State directed DCC to develop a revised plan in a letter of 14 October 2014, 'Direction given for the purposes of Condition 13 Part E of the Smart Meter Communication Licence' and in accordance with Parts D and E of the Smart Meter Communication Licence.

DCC sought the views of SEC Parties and other relevant stakeholders on a revised plan, which was submitted to the Secretary of State on 24 February 2015 and approved on 5 March 2015.
